Given Sommer's age and status he's very likely to be promoted to Gorosei if the right circumstances are given, such as the death of one.
Killingham is much younger and less experienced but technically he's also one promotion away from being a gorosei. Imu sharing his powers and weapons directly with them is a fitting buff for the HKs

Considering there hasn't been any change in the Gorosei since Vegapunk was somewhat young, I think Sommers would never get that opportunity. Doesn't seem like Gorosei change over that frequently.

I can see him hypothetically becoming a Gorosei, under some conditions, since he is Garling's right hand. That is, if he wasn't dying in Elbaph.
