Everyone has their own tiers. PK tier is simply top tier with aCoC.
Yamato should be that same PK tier.
But Oda's storytelling always throws some curves due to one thing or another...
Depends on what he wants to achieve in a given situation.

Oda's done a horrible job at hyping up Sommers and Killingham. They were bums before; yes they've been buffed, but without any point of reference for how strong they've become they will always be seen as bums even though they could very well be top-tiers atp.

Base Killingham was straight up called a bum by Sanji, Jinbe and Franky so he was absolutely buns, perhaps around Jack level. Base Sommers was shown to be a jobber for the past 4 decades — at the very least he had a few cling clangs with Gaban so perhaps he was around Lucci level. Meaning these power-ups are significant but unverified strength doesn't make you not a bum, it just makes you a stronger bum.

Meaning feats like Zoro's DD getting swatted don't make Sommers look good, they just make Zoro look bad. If Oda wants us to see the buffed Holy Roppo as strong he's doing an awful job of it.

Zoro need to struggle its the only way for oda to make everyone take Boosted Sommer seriously. And Zoro got feat against top tiers already kaido, big Mom, nusjuro and gaban when he used à named attack to test luffy that zoro blocked instead.

Well Oda having Zoro's finisher against King being used as Zoro first named move against Sommers and it being swatted aside without apparent difficulty is pretty obvioustly Oda telling the reader this version of Sommers is a level above a YC1. Omen boosted HKs are above high tiers, does it make them top tiers though? The gap between a high high tier and a (low) top tier is pretty wide.
