I notice Shanks has two arms when talking to Loki about game plan in flashback so he is not yonko yet.

So young flashback Shanks would be prime Roger level mean Roger has chance aganist Imu. He doesn't have joy boy haki yet Broogy and Dorry were not there in flashback to compare, not even 33 years old but current event that Shanks one shot kidd.

In context, young Shanks seem want to be preparation and want Loki to grow stronger.
