There’s too much to unpack with the world government, Oda is reaffirming there will be a final war. From Whitebeard’s own mouth, this final war happens after the one piece is found/true history revealed.
Teach will be Luffy’s top challenger for pirate king and to be the one to fight Imu but he’ll fall short of that and lose to Luffy.

Odiddy needs to keep him in gear 5 version or Imu won't recogise nika and won't get cheapshotted thrice like it already happened.

He won't be a cheer leader, I view Teach as the culmination of Luffy's pirate journeys. But he cannot be someone who opposes Luffy as the FV. Luffy's goal is all about freedom and Teach himself is all about freedom (for himself + those he likes). Imu is enslaving even the Tenryuubito, the Knights of God & Gorosei literally having their brains rewritten to more align with Imu as we saw with Harald.
Well he's heading for the One Piece. He's collecting rubbings of the poneglyph's, he's collected Pudding to read them. So clearly he thinks going there is an important step towards Imu.
I just don't see what Teach has to offer. Most fan theories state he either solo's the world gov, which is getting less and less likely (already a 1% chance before Imu was revealed) seeing what powers the Knights of God can be pushed to. Or that he's going to be a bait and switch villain after Luffy defeats Imu.
My issue with idea #1 is that Teach and his crew are laughable compared to the WG. They likewise do not represent the centuries of oppression Whitebeard spoke of coming to light in the final war. They did not cause it and have nothing to do with it besides being victims of this oppression. So Teach taking out Imu kneecaps a lot of what Oda's been building towards.
Idea #2 is just a shallow bait and switch IMO. It's really not appealing to anyone but BB fans.

I too have concerns, but tbh every other thing seems underselling him.
Also, consider Teach could be in posession of two Ancient weapons by the end of this arc if Caribous' plot amount to something. Plus his secret plan with Catarina copying Saturn.
I agree there are problems, but imho there are problems with Teach being "only" Luffy's adversary for the OP too.

What did you expect him to say if Luffy isn't dying from his full torso stabs with special swords? To apologize him while stabbing him?

his introduction will force oda to pull luffy into an unrealistic realm of power( which he needed to tap into when he had to beat kaido) but its only going to get worse.
The end result ... luffy starts to look a lot less like the mc weve watched grow last 20 years to one really aided by his destiny. he lacks relatability.
