The last time he tried he destroyed their entire food supply and then immediately ate a super poisonous fish and was only saved by Reiju frenching him.
Maybe they're rounding up the other Giant villages? I think the current Giant fighters were all from the Western Village. Could be wrong, though.
I still think Kidd is somewhere with a Giant Viking Gundam, but... maybe after Saul saved Kidd, he was so intent on fighting the Giants, they had to chain him up?
I could see Jarul ordering Stansen and Goldberg to free Kidd here (I'm assuming Jarul knows Kidd defeated Big Mom from Shanks).
It's also possible Elbaph does have some Ancient Defense left over from the Ancient Kingdom, too.
