I think Sommers is stronger than you’re saying note all that haki that was oozing off his blade before he clashed with Zoro (could be omen), no commander has shown that but Zoro. The finisher Zoro used to defeat King is his opening strike on Sommers and he’s equally clashing with it. If this is the might of one of the regular tobbi roppo equivalent for the Celestials, then the potential of Shamrock, the Elders, and Imu is very terrifying. Kaido and Big Mom are great but Imu is just another class, the kings may have been comparable to them, surely the elders arent a far away threat, Shamrock might be better.
