Eh. Who knows? I've always said that One Piece top tiers as we have seen them are simply not in the same conversation as Naruto top tiers, simply because there is such an insane power spike in the back half of the 4th Great Shinobi War. Prior to that, and for most of the series? You can make plenty of solid arguments. But once you get up to Juubi/Juubi Jinchuriki's and above, that argument disappears.

That said, probably for the best not to totallt discount the possibility of end game villains in One Piece getting to at least the lower end of those levels. Lol. Its still a shonen.

......though given the fact that Naruto characters kept getting stronger via The Last movie, and light novels and a sequel series (hell, Naruto got a major buff literally right after his final fight with Sasuke. Got a full 50% of Kurama back, bringing Kurama back to 100% for the first time in the series history. And yes, Naruto spent the entire run with only half of Kurama, and was still thar strong. Lmao), One Piece is straight up incapable of fully closing that gap. But just with the main series? Yeah, that could probably be managed.
