Yes it can be vague as to what counts as a swordsman and what doesn't but Oda has never introduced a character that fights exclusively with a sword that isn't a swordsman
Occams razor. Shanks is only ever seen fighting with a sword, has a dedicated style, and is said to love his sword, so he's a swordsman.

@soupongo It’s funny how Zoro never shows any interest at all in fighting alleged “swordsmen” like Law, Big Mom, and Shanks. And before some sword swallowers come in here to cope about how “Zoro only cares about fighting the number one swordsman,” that’s just straight up false because he was interested in the Wano samurai. Why did he never show any interest in testing Law’s sword skill? Why did he show no interest in surpassing Big Mom in Wano, despite her allegedly being a swordsman? Why have Zoro and Luffy never once acknowledged that Zoro’s dream allegedly involves becoming stronger than Shanks, the man Luffy idolizes?

Also fighting "mostly" with a sword is different from fighting with a sword ALL THE TIME.
Shanks has only been seen using a sword since he was a child. Again, occams razor.

You can't really pull the "actually mzts is just a heckin stupid illiterate loser and we're all so much smarter and cooler than him" gimmick here when the vast majority of the fanbase agrees with me on this
I just don't understand why Oda would make Mihawk have a rivalry with a dude who's not even a swordsman. It makes more sense if Shanks is a swordsman, but what would I know?

His attack is just called “Divine Departure” instead of “Roger One Sword Style, Divine Departure”

Are we supposed to believe that Luffy is belittling his idol’s strength here? I mean it seems really weird that Luffy has never once acknowledged throughout the entire series that his RHM is also trying to surpass Shanks

That's because Zoro is stronger than Luffy, he's going to kill Sommers which Luffy and Loki couldn't do
