Zoro's swordman criteria is different from other swordsman.

It has some good points but a lot of them are flawed
I mean it does make sense that simply wielding a sword doesn't make you a swordsman, you have to have a style and have to fight primarily with a sword
Same way you're not a boxer just because you punch people in a fight

As for the Kaku thing, it goes without saying that since CP9 agents are world class assassins trained since childhood, they’d all have learned how to use swords in their training right? So even though none of them besides Kaku have swordsmanship as their preferred style, they do have sword skill. Kaku saying he’s CP9’s Strongest Swordsman clearly just means that he has the greatest sword skill in the group. Rings a bell
