Doflamingo benefited from getting to 2v1 Law along with Fujitora for a while. By the time Law got to fight him in a 1v1, he was already tired and injured, and it was explained in the same arc that the effectiveness of his ability was dependent on his stamina.
Yes, I’m sure Vergo felt the need to hold his heart hostage because he was overconfident and thought he could easily thrash Law. You missed the whole point of Law’s speech to Doflamingo when he OSed Vergo.
You’d have a stronger case if you argued Law is a bad matchup for Vergo, which I think isn’t inaccurate.
If you’re talking about Law, I disagree about him being below Jinbe. I have Jinbe at YC3 level and that’s pretty much where I put PH Law. And it’s not just Law’s haki that was a problem, it was the combination of his haki and power.
But if WW level still seems too high for you, you can instead place Vergo around Sasaki’s level. TRs aren’t equal, there’s a clear hierarchy between them. You have Page One and Ulti in the low tier category, Sasaki and Black Maria in mid tier and WW at the top of the list.

I could see Oda writing Sanji winning that fight even after the leg-snap (I mean he's broken ribs and been stabbed before and won) but based on the info we do have and how Oda did have things play out (Sanji's comment post-fight and Vergo showing much more), I'd say Vergo is stronger at that point. I guess it's just a matter of how you look at it, Sanji growing stronger or somehow managing a win wouldn't be crazy.
Yeah, that is important to be fair. Probably done to further justify the bone break and his comment. If that's out of the picture, it would definitely improve his chances. Oda basically set things up so that Sanji could look good by knocking Vergo back twice but still be used to hype Vergo so had that included so it would be reasonable. In a completely fair circumstance, I'd probably side with Sanji but it's hard to say for sure so I kinda go back and forth.
I’ve always wondered if Oda was thinking of giving him an exoskeleton, back then. Seems like a strange coincidence that he cracked his leg fighting a guy whose body was hard like steel then later got something similar.

LOL... Vergo was portrayed as a powerful VA... Probably the 4th most powerful character in the arc after Kuzan, Luffy and Law...
It's illogical to have Sanji beat him at that point wherein Sanji was only that "good" because he knows how to use Haki (his only edge from the former middle trio at the time)...
