Without the attempt to strangle Cuba by the west, the USSR and China wouldn't have to help Cuba. This is a fundamental things to understand.

Yes, china considered that to save Cuba, Cuba had to open its economy, this was a move to save the political structure of the island without letting it fall. This is the most rationnal choice.

I need not to remind people here that Cuba is currently facing starvation, economical blackout, and energical blockades. This is not simple "sanctions", these are genocidal and illegal measures perpetuated by the US.

It is with this knowledge the USSR supported Cuba, understanding the challenge the island would have to face and at the same time expanding its strategical influence.

Structurally, an imperialists and capitalist country can only do everything it can to destroy a potential "real" socialist economy. Doing nothing would create an existential threat against its own interests. It will use every method possible, from interventionnism to blockade to war.
