To be honest, I feel like people overrate Marineford too much. It's really way too disjointed with all the fights just ending and doing something else off panel.
Elbaf? Mhm...I really don't like the Holy Knights and Imu as a concept, so it doesn't do much for me in that regard.

Well, let's say around the time after Marineford, the Gorosei debate whether to send a HK to punish Luffy for attacking the Roswald Family, for example. That would make their first mention around late 2009/early 2010.
So, from there until now, that would be years that plot point of who or what the Holy Knights are. Now, remember other such plot points who have been on the back burner for some time, like Dragon.
Which means it would probably just be a meme of the HK never being able to find Luffy for what would be well over 15 years IRL. Like Dragon became a meme.

That said, I feel like Xebec really should have been a separate mini-arc from Elbaf. Loki's flashback should have been more focused in himself and Harald. And a 20 chapter flashback really kind of drew the momentum to a screeching halt.
What I think would have been best was we have Blackbeard being pleased with Kuzan defeating Garp, so he tells him about his history, which serves as the aforementioned mini arc. Then we return to the crew arriving at Elbaf. And when Loki tells us about Harald, it's a lot shorter.

I think you could say MF is overrated, but at least there's emotional stake to it. Akainu killing Ace is one of the most iconic moments in the series for a reason, and Luffy being genuinely crushed was shocking. There's no real emotional stakes to Elbaf, we even see the villain Imu doesn't really take the situation seriously and mostly wants to yap about characters the audience doesn't know about.
Characters trying and failing to do things is better than characters not doing anything. Oda should have hinted at the existence of the inner WG at the end of pre TS, and gave some role to the HK before the Yonko saga.
