That's on Oda to figure out. Imu and the Holy Knights as they were added to the story don't make sense, which is why Elbaf can't really be a great arc.

It doesn't help that since they've been introduced, they've sucked.
Well, we did see armored soldiers at Mariejois wayyyyy back at Jaya when the Gorosei were first introduced and again guarding the Roswald Family at Sabaody. So, the idea of them having guards and soldier did seem granted.

Now, as for them sucking, well...shouldn't they? I kind of consider them like the Millitary Police from AOT. Wouldn't a bunch of lazy, spoiled nobles be bad fighters?

The Regen shit is a waste of time and is Oda changes his mind on how it works more than once. Putting that in the same arc with DR, which has the same problems is enough to lower the ranking for the arc. You can't have Elbaf on par with W7 or MF for that alone

They're generally not even entertaining nor are they doing much the audience is interested in. Killingham is a great example. Even for OP standards which isn't moral complexity or anything, he just sucks every time he's on screen and doesn't do anything interesting. He might have done something cool if he interacted with the Strawhats and created their fears, but Oda didn't do anything with him

And that idea does have a flaw. Killingham made all his monsters from the fears of the kids, but he put them to sleep first. So, if he had the chance to knock them all out...why not just kill them then?

Perhaps the God's Blades could have been there at Egghead, I'll bite, but the actual WG as villains have taken a huge backseat to Kaido and Big Mom. So, as I mentioned, even if the concept was introduced at Marineford, they still wouldn't have mattered to the Final Saga, right?

Even if the concept of the Holy Knights were first mentioned after Marineford, it really wouldn't have mattered, though. Sure, maybe we could have had a silhouetted figure or two at Dressrosa, but the main focus for nearly 10 years IRL was Kaido and Big Mom.

But the overall thing is, it's only now that Imu's grasp is finally weakening and Luffy within reach of Laugh Tale that his proverbial trump card has been played. So whether or not they would be introduced, their importance in the story only matters now.

More like each family will groom fighters of their tribes to have leverage in politics.

It's basic things every elite families do

You actually know it's a retcon because Oda even went out of his way to change plots to make it make sense how they exist(Shanks helping fisher Tiger), though it still falls flat, since we're not sure the Hk weren't looking for Fisher Tiger.

Oh, the Shanks/Tiger thing definitely a retcon, and a very poor one at that. But no, I can't say Imu and the HK are a retcon for one simple detail. There was never a first among equals with the Gorosei.

Think about it like this. If all five are equal in power and rank, then who's the one who Luffy fights, and then by proxy, Zoro and Sanji? So, their scars indicated they are knowledgeable about combat, but we know how this series goes. Luffy the main leader, Zoro and Sanji, the right and left hand men.

Which means there had to be an ultimate singular foe for the WG. And by that token, proper underlings, like the Tobi Roppo to the Calamities.

Again, we can type to our fingers turn blue about timing, but Imu was definitely something planned out even as early as Marineford if you believe Doflamingo's statement about a higher power.

....Now, do I enjoy Team Mariejois as villains? Fuck no! But that's a whole different debate.
 
1190: The Wings
- Chapter start with Zoro vs Sommers
- They fight very evenly, both using very powerfull attacks, Sommers mentions this fight could end when either one lands an attack
- Sanji vs Killingham, Sanji is still unable to damage him, but Killingham can't land a hit on him because Sanji is to fast
- Zaza interrupts and graps Sanji and starts to drown him in her hand, Sanji can't resist because Zaza is a girl
- Then Zaza reveals her face and shows Sanji he's an Okama
- Seeing this causes something to snap in Sanji, we get a short flashback with Ivankov and then his CoC is unleashed
- He complete destroys Zaza in a powerfull aCoC attack, shocking Killingham
- Chapter ends with Zoro smiling, saying it seems Hell's Kitchen has opened
