I think the shallow sea covenant is reserved for the God's Squire/God's Blades. Like Gunko in GV(even though she likely wasn't aging back then)

I think Imu can turn it on and off. On Egghead island, he turned it on, because Gorosei also had it.

I assume if Killingham can turn it on and off, the same goes for Gorosei.

The Shallows Covenant only gives you access to the Pentagram teleportation network. It doesn't enhance your strength like the Depths.

You might not need to have a covenant for Imu to give you some omen energy, I’m sure domi Rocks had some omen affecting his haki spike

I'm not sure. Killingham already had a seal then with Omen his coat turned black from white. Lucci with a lower seal already having a black one doesn't track. I feel like Lucci getting a seal makes sense when his whole role, for better or for worse, is being a dog of the government. Mars acknowledged him back at Egghead and if Sommers and Killingham are out after this arc, him getting one would make sense.
