Weaker than Yonkou, Rayleigh himself said in his prime he could have a chance. Not now.
Garp went out after 1 Stab, 1 Punch.
Someone for a top tier shouldn't have trouble with Yonkou commander especially lower ranks.
Aokiji was only major contender. And he somehow looked worse than old Garp idk how.
But Aokiji still had the fight in him.
So Yonkou>admiral>~Old legends is a given.
Both Luffy and Loki are considered Yonkou by certain fandom btw.

there's literally nothing better for the Admiral agenda as a whole than Old Gaban wank. He's confirmed below the other legends and Admiral bros had to endure a decade long shit talking, because they didn't wash the old legends 2 mins into their fights.
I wish but,
- Kaidou actively carrying the island is canon.
- Kaidou went on to fight 1v1 with gear 5, pulling an extreme diff therr as well.
- Practically no rest and no recovery given he was constantly fighting.
AdCoC mastered is a ticket to top tier, that's all I'll say. Not that he was relative.
AdCoC only enabled Luffy to fight kaidou now and do some meaningful damage. Not just CoA internal destruction.
