I think the Zabusa arc only is not enough to hook the general audience.
Even in the manga,the Chunin Exams was suggested to Kishimoto by the editor, because,like Tenkaichi in Dragon Ball,this kind of tournaments its what people like.
Also,the Chunin Exams is the arc where you really feel the dynamics between the many Naruto's characters,from Gaara to Rock Lee,Neji etc. and Orochimaru is the perfect villain for the first movie. So a movie adaption of the Chunin Exams is the perfect place where to start. With the premise of lonely Naruto and Iruka supporting him also adapted,of course. I think the movie could even start with a brief flashback of the night of the invasion of the Nine-Tail Fox with Masked Obito,so you create the mystery for the next movies

If this were a TV show and not a movie starting at the Chunin exams wouldn't even be bad - you could gradually introduce characters and use flashbacks to fill in the gaps of the previous arcs.
In a movie however you would face the problem of having a ton of characters you need to introduce within 2 and a half hours while still moving the plot forward AND focusing on the MC.
Imo the Zabuza arc (plus the Nine Tails attack on Konoha flashback) would work better as a movie. The story is tighter, the techniques are more grounded, there's lots of character exploration along the way with Naruto, Sasuke, Haku, Zabuza.
In a movie however you would face the problem of having a ton of characters you need to introduce within 2 and a half hours while still moving the plot forward AND focusing on the MC.

I actually think the opposite, because if it was a tv show,you would have a higher possibility of a season 2,so you could adapt a season 1 with a Zabusa arc,maybe do a pilot with only Naruto's life before the Iruka situation,etc. but with a Hollywood movie..if you flop the first one,you wont get a sequel!
So you have to play your best cards immediately.
In the Chunin Arc the stakes are higher,there are more memorable characters,you get a better feeling of what Naruto's first part is. So that should be the main focus of the movie. Or a original plot with many parts of both arcs

I think it's all but confirmed that the movie will be adapting Land of Waves. Destin Daniel Cretton gave the following quote during an interview while on the press tour for Spider-Man.

They're clearly not rushing or trying to cram a bunch of material into a single movie to get to the popular arcs that the fans like. It's about telling a good story that introduces the ninja world and the main characters of Team 7 while exploring their interpersonal dynamics which is what Land of Waves is all about. You gotta stop downplaying Land of Waves. Go back and reread it, Zabuza and Haku are three-dimensional antagonists that explore what it means to be a shinobi. The Chunin Exams were only suggested by Kishimoto's editor AFTER Land of Waves because Kishimoto wanted to do another story arc that involved Team 7 going on more missions to build up their experience as genin. There's a small time jump between the two arcs that are filled with different missions that the anime would use for filler material later on.
How the hell are you gonna introduce Lee, Neji, Gaara, Orochimaru, etc in the same movie when we don't even know who Naruto, Sasuke and Sakura are? Those are our main characters and they need an entire movie to themselves so audiences can care who they are and want to see their further adventures as shinobis.

An entire movie about only Zabusa would flop. Like always,my comments are not liked,and other people's comments are liked,but its the destiny of people like me,who see more far away than the others 
I can concede you guys an addiction of other stuff in the first movie,other than Zabusa. That could work,i guess.
Maybe a battle vs Orochimaru before the invasion of Konoha,and a earlier introduction of some characters like Shikamaru,for example.
But a movie about only the Zabusa arc... guys,it doesnt work in cinema! At.All.
Maybe a trilogy could be like that:
-First movie: Zabusa arc as you desire + Shikamaru and Neji introduction + Final hints of Orochimaru's threath
-Second Movie: Chunin Exams
-Third Movie: Tsunade's introduction + Naruto vs Sasuke arc
But,it would be a dark ending for the trilogy,as we know that Naruto loses.

Another advantage of adapting Land of Waves is it's relatively grounded compared to what happens in later arcs. Most of the jutsus used in that arc are illusions, misdirection and basic elemental manipulation so the movie wouldn't need a crazy high budget right out of the gate. It's easy to explain the concept of chakra being this natural physical + spiritual energy force that humans are capable of harnessing for superhuman abilities. The average moviegoer will understand it like "oh so it's like the Force from Star Wars".
The thing about making a Naruto movie is it's not JUST for fans of the property but also for general audiences.
