IMU is different but how Luffy needs PU rn and in the direction power levels are progressing, it would be fair to say Shanks, BB, Elders, Akainu, Shamrock and perhaps even Dragon and Mihawk would be different ball game

I don't think there are a different ball game for those characters but BB cause he going to raise to Imu level .
Luffy need his PU because of Imu and because of that even with me having those characters stronger than luffy going into this arc .
