But Teach is a proactionary villain. When the time was right, he set out on his quest and while Shanks got drunk and Big Mom had tea parties, he's constantly making moves. Raiding Baltigo, raiding Whole Cake, raiding Egghead, he and his crew are still plotting and scheming.

So, in a series where ambition is power, it can't end with a lazy ass who does nothing while his assistants run the world for him. It has to be someone who challenged the world.
