I understand that Loki is a good guy, L’EE, and that the stories about him were exaggerated as they spread, but there is a reason why Shanks had to destroy, defeat, and chain Loki to a tree. Loki is an idiot just like his fans. He thinks he can defeat the World Government by himself with the pathetic strength of a mid-tier character. That would be suicide. Shanks is not in Elbaf full-time, and old man Gaban cannot stop Loki from committing suicide against the World Government if he is released.

Whatever the reason was that Shanks had to destroy Loki and chain him to a tree, leaving him to suffer there all this time, it was the same reason Gaban took into consideration when giving the key to Luffy, because if things got out of control, Luffy would be able to put Loki back on that tree.
