I say this as both a Loki fan and a Gaban fan, but I still believe that Loki did better.
Gaban still performed very well against Imu, his Adv CoC which he used was also really impressive.

However he still got easily defeated at the end by Imu, lost an arm, and during the chapter he even talks about his body being in pain due to him being really old.
Now compare that to Loki who was fighting Imu for more than one chapter before Luffy arrived, Loki who is really young, has one of the most powerful devil fruits in the series, and while he may be injured, he is not defeated and out of the fight yet.
Also let's not forget than both Gaban and Shanks couldn't do anything to HK Harald, until Loki came in and finally defeated/killed him.
