Tbf, its not like there were many opportunities. Lol. Like, let's break it down. People always talk about that, but in all honesty the Gorosei didn't even know the name "Luffy" until post-Alabasta (at which point he was struggling to get away from HINA. Lmao. He wasn't much of a threat, and iirc they didn't know he was a Monkey D. either) and its not exactly hard for Oda to retroactively go "Oh, they sent a Holy Knight, but the SH's left before he could arrive.". Assuming they even would, because I don't think they knew his DF at that point, just that he apparently defeated a Warlord. Which, you know, unfortunate but not unheard of (hell, Ace did it a couple years prior, and I'm sure he wasn't the first).

And shortly after that they go to Skypeia and would thus avoid any possible WG forces that might have been moving to intercept them. Kuzan figured out a likely place they might show up eventually, but he was also hyper fixated on Robin and her actions, AND he knew who Luffy was because of Garp. I doubt the WG really put THAT much effort into a relatively small time pirate crew yet. Then Kuzan contacts SPANDAM (who is an idiot) and let's CP9 know about the SH's and Robin. And CP9 choose to make a deal with them rather than ask for instructions from their higher ups (which blew up in their faces spectacularly). Its only post-Enies Lobby when the Gorosei start to take this seriously, and send Kuma to warn Moria/keep an eye on things. At which point the SH's would have died if Kuma didn't choose to disobey orders for the first time since he started to work for the WG.

And THEN on Sabaody he should have died to Kizaru, Sentomaru and the Pacifista, but got saved last second by Kuma. And after that they had no way to track him until he showed up at Marineford (which I doubt the Gorosei even knew about until AFTER the fact), and even then the WG forces put a lot of effort into killing him. He barely survived because people kept saving him. And AFTER Marineford they had no real way to track his movements.

Then when the SH's came back (which nobody could really have predicted WHEN they would do so, or even if they were all still alive/intending to still be an active pirate crew) they almost immediately go to Fishman Island where its not super easy to follow in force, and THEN the SH's completely shifted course from any of the 3 islands they were supposed to goto because Luffy got them sucked into that crazy current (so once again, nobody could predict where they would turn up; Smoker made a decent attempt, and maybe the WG also had troops at the OTHER islands too, but it became impossible because of stupidity. Lmao.). Then they ended up at Punk Hazard where there was no WG presence. THEN they showed up at Dressrosa and Fujitora had standing orders to arrest them. Which he easily could have and would likely have done if Doffy hadn't disintegrated because of Usopp taking down Sugar. Lol. And after that he fucked around and put it off long enough for them to have a chance to escape.

After that they go to Zou (which you can't reach consistently without a Vivre Card) so no tracking them after that. Then they go to WCI, again no way of predicting or tracking that. Then they go to WANO, same deal, though they did try to make preparations and have what agents they had in the country skew the results in their favour (because Luffy had acrually reached a level where it would be a problem of he got any stronger, and they didn't have much leeway to be cautious anymore). Which they would have if Kaido didn't throw a tantrum over being cheated of a good fight and refuse to double tap and parade Luffy's body around in front of the alliance like he planned. Then on Egghead they pulled out a LOT of force to make him go down, and it really should have worked. Kizaru, Saturn and 30,000 Marines would have been enough on their own if Saturn didn't take his time to gloat. Then later on when the rest of the Gorosei showed up that would have also been enough if not for Emeth and Joyboy.

All things considered, for the most part they made reasonable enough decisions given the information they had at the time. In retrospect could they have made better decisions? Sure, but there were very limited opportunites to do so and it would require knowledge they didn't have access to. The ONLY real fuck up they made was Saturn not hard focusing on killing Luffy when he had the chance. And Imu killed him for that. Lol.

Not really. There's no real reason for the WG to entrust the decision to handle Luffy to the Marines when they have a secret force(that can teleport). Especially in Dressrosa and w7, when the Sh's location was known by them and they just decided to entrust Garp and Fujitora, who are obviously at least somewhat unreliable.

It's pretty obvious that Oda just didn't establish the HK, Imu or the Nika fruit until around the Yonko saga or so.
