He is correct though. Garp was hyped to be >>> Sengoku in PL. Nothing Sengoku has shown puts him anywhere near Akainu. Even FA candidate Kuzan has much, much better feats. I don't rate Sengoku above Fujitora as a fighter.

But Sengoku is by far the best Political Admiral, I.e. he was managing up towards Gorosei while still managing down keeping psychopaths like Akainu on a leash (relatively) and keeping Marines less blood thirsty.

Admirals have been portrayed with basically the same power level with Akainu having a 1% edge.

There's no reason to assume Sengoku is anything different. He got bandaged up during a 2v1 against Blackbeard with Garp, if anything he's weaker than average.
