Wanting to gather in one place may be beneficial to the scum as well since they can perform more actions and wipe out as much town as possible fwiw

For instance a serial killer who has all of its targets in one room because they asked that everyone publicly declares where they will be.

For anyone that hasn't watched Jojo and this mafia is kinda based on it

I would say Cairo and Naples are probably the worst places to be

Since in P3, Cairo was the worst place to be since it was the home of DIO who, spoilers of the show,
has an ability to stop time. Idk how it works here but it'll be really dangerous since he's the most powerful villain in the show

And Ik I said Naples earlier but on second thoughts, probably best to avoid it since there are some very weird stand abilities from there. Especially Diavolo who can, show spoilers,
can skip time.

Now I don't know if this comment is particularly a smart idea since this might just give scum the idea of spreading out to the locations but at least that's left up to luck and chance. I know a lot of non Jojos fans might go to Naples and Cairo and that's just instant massacre considering how OP their abilities are.

Also why I think it's not good to hoard up in a particular location early on in the game at least since we'll lose a lot of town early on

Just fyi flavour isn’t AI based on the opening post, so we might have Town Dio or Town Diavolo in this game.
