It's been a while since I dusted this off
We have an ancient Straw Hat, either Nika's or Joy Boy's, and we can guess this is full of Haki because, Straw Hat's are made of threads, just like rope is. And we all saw what Emeth did with Joy Boy's Rope.
So, I think Tama will end up making a bunch of Straw Hats with Luffy's Haki infused into them, so they can use his Haki as their own when they need it.
Making it a large roundabout reference, IMO, to the most important scene in One Piece:
Like Shanks gave Luffy his Hat, a symbol of the Dawn, and like Ace and Luffy gave Sabo the Initial D, turning him into a famous street racer, Luffy will "give" his greatest treasure, his Hat, to others in the form of his Haki.
It's the kind of cheesy writing I like.
I likewise believe the Flags Bellamy makes for the Grand Fleet will be infused with Luffy's Haki.
My question is if the Hats/Flags get made pre, or post Laugh Tale, because I can see either way fitting.

We've seen silhouette of the HK, I think them being pretty much warlord sized makes sense. We might get 1 replacement or so, but I seriously doubt there are 3 candidates to be promoted in....days or so. It's made pretty clear that Imu is pretty conservative about giving the mark, and very few celestial dragons are anything but lazy fat bums.
Plus, even if you had hypothetically 10 HK, Usopp and the weakhats wouldn't be the top candidates to fight them. You still have Marco, Hancock,weaker supernova etc.
