So what I'm gathering is that Worst can bypass Location limits and ratchet has a passive to see who targets him and can still jail people.

Both Worst and Ratchet have some reasonable targets. So @Ratchet you can jail people regardless of their location?

No, it doesn't say my jail bypasses location. I don't know if Melkor was in my location, he was just the target I thought was best.

My passive that let's me see who targets me I believe does work through locations though.
