Kaidos level has been clear for a good while. Even when introduced few thought Kaido was above prime WB, Roger or Xebec. And that still holds true.

Youth - Prodigy
Rocks Era - Xebec >>> Kaido, WB >> Kaido, Big Mom => Kaido
At their best Prime Xebec (perhaps didn't reach full prime) => Prime WB > Kaido > Big Mom

I imagine prime Kaido being to prime WB (if they were the same age) what Gaban or Sanji where/are to Rayleigh and Zoro. Xebec is a bit unclear whether he reached his full prime or not but his feats are still marvelous and there for anyone to see.

Kaido still ranks as a very strong guy, deserving of the WSC, but it is also due to guys retiring, aging out, dying and so on. At least he held the standards really high. Imagine if he didn't hold the standards for the next generation. Then who would have replaced him? Likely Doflamingo. Now I really like Doffy and think he is underrated but I imagine his prime would be around 3B if he had time to train and fight instead of keeping his family afloat and all his business arrangements + being scared of Kaido.
