Tbh even regular Zoan's aren't limited to just 3 forms if the users are creative enough. We tend to think that because most people use them that way, but there are plenty of examples of people tweaking or outright ceating new forms.

Black Maria has two different hybrid forms, one of which she came up with because she didn't like her default one (Oda drew a sketch and it looked more like Onigumo's but freakier). Kaku had multiple weird changes to his hybrid form that were mostly results of him not knowing what he was doing and accidentally pushing the transformation in the wrong direction. Chopper has a BUNCH of forms, and while they were initially the result of drugs he learned how to use them without the Rumble Balls for the most part. Even Killingham seems to have two different Hybrid forms (unless for some reason his full Zoan form is bipedal......despite his other form having four legs. Lol).

It mostly just seems to come down to imagination and experimentation.

I feel like somehow Imus nerf will need to be cured before the final saga to make it feel a bit more terrifying that this creature is now free to wreck havoc on the whole world without consequence rather than him remain more or less caged
