The "Hopeless future" is in reference to the great Calamity he would've brought, where lord knows how many people would've died. Due to it simply being hard af to stop him. Though i'm fairly sure I can find even more exagerative statements related to other top tiers, like sick Whitebeard, which are actually related to destruction of the actual world and not mere calamity.

Reality is tho, Marines would've stopped him if he had gone rogue, but no single pirate crew would've been able to due to missing firepower to counter that regen + the army of Elbaf. Exaggerative statements are always simply that, exaggerative statements.
