Is hard to understand what Oda is TRYING to do, and failing anyway. He is supposed to HYPE Imu but he is nerfing everyone before fight so how can we be hyped over a villain fighting a bunch of injured characters and yet taking so longs and so many attacks and not taking them down?

Atp, their best hope is Oda not spelling it out for them through SBS or character statements that Harald restrained himself in order to let Loki get the hit. Since atleast that they can rely on their fanfic interpretation.

If that happens, this might be the biggest agenda flop I've seen in terms of powerscaling.

That should not even need spelling out .
No matter how strong you are take even the smallest free hit can fuck you up and harald took a huge one .
It not like harald body was like kaido or BM .

My understanding for that isn't strictly about 1on1 prowess, but as an overall individual. Many people are strong, but as Mihawk highlighted, the most formidable power of all is the quality that makes people want to help you. Luffy and his crew would surpass them. But I don't think that equates to other individuals not having surpassed Roger in power when it comes to raw 1on1 combat. Roger & Luffy possess the most formidable power of all more so than anyone.
