See after his claim I researched it a lot and the general consesus I got is it's a very useful tool for scum, because it don't hurt them but give them town cred.

Indeed because they were all in the same spot. But I keep also wondering if flower might've been roleblocked because she claimed Vig. Did she say who she was going to shoot? If she said RKO, that would even make it look worse for him.

If she wouldn't have claimed it would of been much easier for this to be solved. But at very least I think RKO needs to claim, I think the only thing he has claimed so far is some sort of AMP. A full claim is needed @RKO
