No, but there is levels to that and asside from a few outliers, Oda has been done still a respectable job so for a tong time imo, but now with how age and health issues have catched up to him and him wanting to wrap up things quickly (relative sparking), he isn't as reliable anymore...
Remember when back in water seven, Strawhats seemingly stood no chance against the CP9 only for a couple of chapters later to be capable of somewhat providing a challenge, even without their new power ups?
You know how Oda explained that?
"Hesistating makes us weak"
Which makes totally sense in a world where strength revolves more around willpower than anything and then he still provided them with Power ups, which he either outright teased at the sea train or revealed later down the line.
But against Imu, Hajrudin, a massive and slow giant without any ability to help him covering the ground quick enough, just manages to get there in time, the exact moment the plot required it to interfere and then a few panels later, Hajrudin Just endures 3 Omen bullets with is back turned and then pulls a Hakoku together with his brother, when at Dressrosa a simple G2 Pistol was enough to knock him Out, even just a few chapter before, a one of Imu's Omen explosions knocked him down.
Even with the Statement about the grandfleet growing stronger in mind, this feels like Oda needed to get from point a to b, without knowing to get there logically, or he simple screwed it in favor of his forced narrative.
Like Luffy had train his ass of for 2 years and ended up as top YC Material, but Hajrudin does a few push ups for what? 2 months since Dressrosa?, pulls a Freezer and performs better than even Zoro?

Yeah, given the way Hajrudin's backstory has played out, I would say him falling short of what he aspired to be was perfectly fine in thwt context. He'll get there eventually. If Oda was to regret anything, I would say it would probably just be the fact that he abused the Worf Effect with Giants too much in general so people stopped taking them seriously (he did the same with Vice Admirals, sadly....). Egghead onwards he clearly has made an effort to address that, to mixed results.
Honestly, if Hajrudin is getting this kind of upscale...
What the hell is Buggy gonna look like next time we see him?
Moria, too.
Moria clashed with Kaido well in the past... could he honestly become a low-level Yonkou character?
Still wondering if Moria shows up here, he should want to thank Luffy for defeating Kaido and saving Wano.
At this point, Moria is, funny enough, probably a giant Straw Hat fanboy.
Luffy killed a bunch of zombies on Thriller Bark, but, notably, none of Moria's Crew died. Absalom and Hogback made it out with him, and Perona was teleported to Kuraigana Island, Mihawk's island.
Now, there's a chance Moria THOUGHT the Straw Hats killed Perona, since she... just kinda vanished, and any of the zombies that could have reported her fate, who saw Kuma teleport her, would have "died" before being able to tell Moria what happened.
It's possible Moria didn't know about Perona's fate, until she met him in Hachinosu. There, he would also learn Perona was taken care of by Zoro, who is now more or less her friend.
Moria should honestly be buddy-buddy with the Straw Hats, now. I also believe he got Oars corpse from the Underworld of Elbaph to begin with, as we know Oars died in the cold, and that he was considered to be a super-criminal in the past. I think Elbaph sentenced him to the death in the Underworld, and Moria founds Oars' corpse after being beaten by Kaido and fleeing Wano (Elbaph is nearby, we know from Kidd).
Shuri + Moria could honestly do some crazy shit... use her arrows as bandages. Adam Wood prosthetics? Hmmmmmm...
Yeah, I think Moria's coming to Elbaph. Either there, or Wano, to visit his homeland now that it's safe.
