It was said at the time that Whitebeard was special and that the other legends weren't on that level, but then we had Garp against Aokiji. And although admiral fans tried to hide it, Aokiji was completely surpassed, and if it weren't for Shiryu, he would have been defeated, as he himself recognized. And now we have the one who should possibly be the weakest of the legends surpassing a character of admiral and Yonko level. So it's impossible to say that a Yonko (not counting Shanks and Blackbeard, who are Roger and Xebec of his gen) or the admirals could defeat a legend without cheating, and now Garp's words make sense: the Marines can't take on two legends at the same time.

WB lost half of his brain and didn't manage to hit Akainu until he cheapshotted him in rage mode (and still lost his brain doing so).

Aokiji, by Garp own words, was going soft on him and barely used the fruit.
