Everything that happens between the Kaido fight and the eventual Blackbeard fight is basically filler.

A character like Kaido was always meant to be an endgame villain.

Kaido is Madara, Blackbeard is Sasuke.

Even a character like Doflamingo was intended to just be a Kaido subordinate but wound up getting his own arc which in hindsight could have just been a subplot in Wano and wasn't necessary on it's own.

That's why post-timeskip is inconsistent. Filler characters getting entire dedicated arcs.

They have the exact same if you include or exclude flashback death (Cobra and Rocks) you cant just include flashback deaths for Rocks but not Imu. Similarily if you're counting nameless fodder Imu has kiils far more.

Garling killed the entire Davy clan+shanks's Mom, before killing Rocks. It's not my fault that Oda decided to write Imu abruptly leaving God Valley for no good reason at all, but the half commitment just makes him look impotent and sad.

Difference between Blackbeard and Imu is Blackbeard feels more dangerous
He ends people's career (Law)
His crewmates ends Garp's career and ends WCI
Same with Shanks ends Kidd's career
Even if Law and Kidd will comeback, the feeling is still similar to what happened to Straw Hats in Sabaody before timeskip, total defeat
While Imu just beats somebody up (Zoro, Sanji, Gerd, Hajrudin) and leaves them but then the victims are quickly okay again
