In fact, Wano had more deaths than Elbaf... Kaidou was so strong that the World Government’s strongest agent didn’t even try to fight back in front of him; he immediately accepted his death.
That’s the kind of treatment people expected from the “GOD” of the verse, but here we are... Not even the wild animals stay away from him(imu).
Everything that happens between the Kaido fight and the eventual Blackbeard fight is basically filler.
Oda himself said:

One Piece was initially intended to be a tale of fighting against the Four Emperors (the Yonko), wrapping up after just five years. It struck me that having these cool Seven Warlords of the Sea in the comic would be awesome; it was just a passing thought really. And then, just like a horror movie, it’s spiraled into such a long series!!”
A character like Kaido was always meant to be an endgame villain.
Kaido is Madara, Blackbeard is Sasuke.
Even a character like Doflamingo was intended to just be a Kaido subordinate but wound up getting his own arc which in hindsight could have just been a subplot in Wano and wasn't necessary on it's own.
That's why post-timeskip is inconsistent. Filler characters getting entire dedicated arcs.
