I don't know about you guys, but I'm finding it pretty weird that Imu thinks he needs Hajrudin's crew and the fire brigade as military assets

Imu is there to secure a Military Asset, but... Elbaf's only major military asset is Loki

And he's actively trying to kill Loki...

So I don't get it- I'm not sure what Imu is trying to do anymore
