There will be always a gap, Zoro will get a CoC upgrade and Sanji will unlock CoC
I think Luffy > Zoro > Sanji will always be the overall formula
Maybe even >= but that depends on your personal views because Oda doesn’t make it clear enough

the truth is that sometimes they equal and sometimes they are not, its not always the same like people pretend it is. 1 arc Zoro is closer to Luffy the next he is equal to Sanji. post timskip tho Sanji was not a single time equal to Zoro, maybe it changes this arc tho.

Sanji = Uranus, it’s power source is the Mother Flame and there are several connections between Sanji's abilities and the MF
Sanji's spiral eyebrows are a symbol for endless energy and his fire abilities are certainly linked to it
