That was Loki's entire attack

Then, as we have seen, as fucking Luffy have said, he used the strengh of Loki's blow to break the shield of Imu,

He used the attack to gain momentum like Zoro with Orlumbus and Jinbe

against which he was hoplessly outmatched (another thing Oda made a point to show Is),

Hopelessly outmatched when he used weaker attacks without any momentum. Loki by himself was unable to even break through Imu's basic shield that even Gaban managed to pierce.

Well to be fair. The first time Luffy was going against the shield he got dumped down to Dressrosa lvl of haki use.
He legit went in there with a CoA hardened gatling.

He had a whole power up about a CoC infused hakiblast that deals internal damage and makes no physical contact anymore, but then hammers into a maki shield that nearly breaks his hands. Make it make sense.
Oda makes him retarded from time to time.

That additional lightning infusion made it overkill though
