However, G4 Luffy at Dressrosa already was wearing a Hagomoro prior to be awakened and so did Yamato, so there exists no etablished hard coded in-verse rule that confirmes it's automatically Awakening.

Yeah, his performance is still unironically better than Killingham's against Sanji, since Sommers was at least shown to clash with Gaban, even after being sneak attacked.

The most you can say is that Killingham might have gotten it unfair because Sanji potentially had help(??) since it was offscreen. He's still the only HK who lost to non COC users, and Oda made it pretty clear that Sanji's speed was too much for him.

With Queen, that's at least forgivable because he has physical strength. Killingham has.....? Jobber monsters, I guess?
