I think you're thinking of the timeline wrong. And I don't think the nukes have anything to do with Haki.
DR Xebec was just the strongest Haki Gaban ever felt in his life, including Harald and Loki. That doesn't necessarily mean he's stronger because other things matter, but denying it doesn't really make sense
