The raw strength required to sent giant Imu flying across Elbaph is a direct result of the power of Loki’s attacks. His brute strength is tiers and tiers beyond Gaban, that is factual. If Gaban got a free hit on Giant Imu, would he send him flying across Elbaph? No. He would cut him sure but he would not do this:

tiers above Gaban. You could say Gaban has greater lethality than fruitless Loki but you can’t say he has greater raw strength. Just like Zolo and Luffy: Zolo’s lethality is far above Luffy but Luffy is outright stronger than him.
I don’t have much of an issue with Gaban having greater lethality than Loki since Gaban fights with axes which should have higher lethality than a hammer. In terms of brute strength, Loki destroys him tho. (So does Hajrudin)
Roger and Garp's final attack is far superior to any attack we've seen in One Piece thus far, yet it had no DC.

At best you could say this was maybe the most lethal attack we’ve seen since it pierced suicidal Xebec’s CoC shield but I don’t think you could even prove that since Harald and Xebec were shown piercing each other’s CoC armor in non-suicidal states when they fought on Elbaph.
Luffy's attack that broke through Imu's shield had no DC yet it's the strongest attack Imu's been hit with thus far.
This attack did have DC first of all, we see it in the raws. It’s a giant lightning kamehameha that smashes a huge hole in the Adam Tree. That is in part a result of Loki’s brute strength, and Loki’s brute strength is the core reason that Luffy broke through form 2 Imu’s shield (seeing as how form 1 Imu was easily blocking genie Nika with his bare hands).
Gaban's attack wasn't as flashy as Loki's but he made up for it in attack potency. Hiding behind lethality here is a cop-out.
I feel like attack potency and lethality mean the same thing lol. Gaban’s attacks have basically zero brute strength behind them but they are highly lethal due to Gaban being a CoC master. Loki is not a CoC master, he is a giant brute who also possesses CoC and not a CoC based fighter. So Gaban’s CoC having greater lethality would make sense.
Your Asura vs Luffy's punches comparison is a false equivalency because Gaban didn't scar Imu. His haki strike alone left Imu bloodied and then his attack left Imu genuinely floored and impressed, triggering Imu's transformation.
How is it any different? Both Gaban and Zolo are weaklings without much brute strength to speak of, they just have highly lethal attacks due to them being blade weilders lol. You won’t see Gaban or Zolo sending a giant flying across Elbaph because they are physically weak, but you will see people like Hajrudin and Loki having that caliber of brute strength.
What you are doing is saying lethality > brute strength. If that were the case, Luffy would have stepped down and Zolo would have become the Straw Hat captain a long time ago. Lol
