Ironically enough, if Doflamingo still had his crew, his deals (with Kaido for instance), he was still a broker and had still Dressrosa thanks to blackmailing, I would have given him a 2 billion bounty.
But he lost everything, which makes him less dangerous.
I mean, look at the other ex Warlords.
Boa Hancock still has an island full of warriors who can use Haki.
Crocodile is a high officer in a criminal organisation which hunts Marines and encourages people to kill Marines (and it looks like Crocodile is the one who advertises the Cross Guild to other criminal organisations to get fundings).
What does Doflamingo currently have ?
He has no crew anymore (which was pretty powerful), he isn’t a broker anymore, he has no criminal organisation.
The only thing he has is his knowledge about some governemental secret.
So if he has to have a new bounty, il will be about his strength and this secret.
But between a dude who has a secret (and who is strong) and a woman (who is strong too) who has an island full of warriors and a dude (who is strong too) who is in an organisation hunting Marines, I think I consider the latter two as more dangerous.
But I want to be generous with Doflamingo and say he deserves a bounty between 1.6 billion and 1.7 billion.
I can’t go beyond 1.8 billion because Dorry and Brogy basically can wipe out cities with their crew full of giants.
Doflamingo can with his birdcage but it only takes the defeat of Doflamingo to stop the Birdcage while you have to beat every giants to stop a rampage launched by Dorry and Brogy.
Which makes Dorry and Brogy as more dangerous imo because they and their crew are like a multi-heads hydra while Doflamingo is alone.

his crew, underworld connections, connections to kaido, etc.
not to mention his bounty is canonically below 1B since law and luffy only got 1B combined after defeating him
as for weevil, even loki doesn't have a bounty of 2.5B (edit: sorry, he does, but i still don't think weevil is getting a bounty close to loki's), I doubt weevil will
Also it's kind of funny people still believe weevil is near primebeard's level of strength since it's implied aramaki beat him without much trouble and shanks (who's below primebeard) was pretty confident about fighting aramaki if he had to
