Honestly, based on what we're hearing from Iva, it could make a lot of sense why Ivankov has CoC and Kuma doesn't.

It's exactly what Iva is saying, self-sacrifice. Ivankov having CoC makes sense because they more or less refuse to let other people dictate their life.

Kuma is Sanji to the 100th power, the man spent his entire life sacrificing without telling people around him what was going on.

Sanji at least left a note. Kuma left the Revs more or less completely in the dark.

If Ivankov does have CoC (which would also explain surviving against Magellan), I bet Kuma gets CoC soon, possibly against Imu, or Ginny's kidnapper (still think it's Garling).

The talk Iva is about to lay of Sanji is probably a talk Iva's been meaning to lay down to Kuma for years.
