Oda would have removed Logia fruits entirely, as he may have felt it is difficult to introduce intangible characters without providing a clear means to counter them.

The logia problem, I think all you'd have to do is remove passive intangibility.
But overall I think Haki was the most efficient and inevitable option for the new world. There's just an entire difference between handling it well or poorly
