While yeah external armament is more advanced than basic armament that covers the body it’s extremely common

Zoro could use external armament on his swords pre timeskip when using his lion song and rashamon attacks to cut iron

Hell Amazon Lily fodder are capable of it

As for Harding we’ve even see raisin do it

Again while sure external armament is more advanced than basic it’s not comparable to internal armament when it comes to being extremely rare. Internal armament is more so comparable to future observation than external
