Yes, but no one would slander Goku’s previous villains for being weaker than a Goku who could hypothetically use UI at that time. Pre-Elbaf Zoro is still stronger than Pre-Elbaf Sanji because mentality is baked into Sanji’s power level. It doesn’t really matter if a hypothetical Sanji with the mentality of a Conqueror would have been stronger than Zoro. It’s like saying that Big Mom with good battle IQ could beat any Admiral. Sure, it’s true, but it’s irrelevant because that’s not who BM was

….but Goku would have defeated all of his previous opponents more easily if he had UI. Are you denying that fact? It’s like saying that sure Goku later unlocks SSJ3GodSSJ3 but we can’t downplay Freiza because SSJ1 was powerful at the time.

Powerups have always largely invalidated past villains, this isn’t anything new. Sanji spent the past 30 years with a nerf, now he is removing that nerf and so his past fights are, yes, taken less seriously to an extent. This story has existed for as long as battle shonen have.
