As I see it, admiral as characters have two great hopes
-Whatever Kuzan is cooking
-Akainu possible involvement with sword.
The second more than the first.
If you think about it, who is supplying sword with marine equipment consistently?
Akainu has already spoken up against the gorosei, which is more than Sengoku ever done, or that we know of. His absolute justice as a philosophy is more about crushing pirates than necessarily about order or celestial dragons. Also Hibari talks like him (i.e, like a yakuza, when it doesn't make sense design wise) and she's in sword.

Yeah, but two things can be true at once. reading Elbaf and the setting keeps jumping back and forth wouldn't be fun. The flashback gives us the "other" plot for this arc. We'll just need an arc focusing more on pre existing characters at some point, but this one was about Imcel, Loki and the HK. I think Oda maybe should have brought in a different WG top tier villain to actually get defeated before Imcel arrived, but that's a different context
