The difference was only having unlocked supreme king haki. Zoro had it and was able to counter omen regeneration well even before controlling his conqueror's haki.
Sanji showed that he literally destroyed Killingham body different times and Killingham admitted that he can regenerates forever and all Sanji damage were useless.
So the difference was only that.
Admirals probably have supreme king haki but we can't be sure. So Fujitora or Aramaki will end up like Sanji. Would you say that they are weaker than Zoro?

Zoro at no point countered Sommers' regeneration with CoC until he threw the CoC lightning bolt at the very end and Sommers ran away.
Prior to that, Zoro was constantly blitzing and fodderising Sommers in CQC extremely casually. Sommers couldn't make Zoro struggle at all. He couldn't touch him, he couldn't damage him, he couldn't block Zoro's attacks, he couldn't keep up in CQC — this was regardless of whether Zoro was using CoC or not. Zoro was daydreaming about other things, testing his haki, actively not trying to evade Sommers' traps lmao, having flashbacks etc...
Even if Zoro had no CoC, Sommers was so much weaker than him that Sommers simply posed absolutely no threat whatsoever. Sommers was a low-diff opponent for pre-power up Zoro, hence why even Sommers knew he was being used as a training dummy.
On the other side, Sanji is not trying to get hit by Killingham; he has a reckless, careless fighting style right now as stated by Ivankov, and so as a result of his recklessness and lack of self regard, he is getting absolutely ragdolled left right and centre. The ragdolling over time is slowing him down resulting in an extreme-diff battle with Killingham.
The difference between Zoro /the Admirals and Sanji here is that Zoro was clearly far superior to Sommers. Whether he had CoC or not, Sommers was a bum to him. Zoro was practicing his CoC hence why he kept trying but if he knew he didn't have CoC, he could've just cut off two pieces of Sommers and held them apart or something, like there are plenty other ways you can deal with HKs without CoC IF you are strong enough. If the Admirals fought the HKs it'd be laughable. Ryo would tie em up in vines neg-diff and Fuji would keep em gravity pinned neg-diff.
Zoro would cut Sommers into pieces and separate them neg-diff but I cannot say the same for Sanji. Why? Because when he would kick Killingham into two, because of Sanji's reckless fighting style, he would be left hanging in the air and Omen Killingham was now strong enough to be able to counterattack Sanji before he could recover from his reckless attack.
If Sanji powers up and no longer gets hit/struggles anymore, and is low-diffing Killingham, then he'll be in the same boat as pre-power up Zoro where he's just practicing until he gets CoC because the purpose of these fights is not just to win but to awaken CoC, but we need to wait and see what the difficulty is between now current Sanji and Killingham.
