It doesn't really have anything to do with the balance of power. If anyone else had Kaido's Devil Fruit, the strength of the Boro Breath would be the same. That's an innate ability of the Devil Fruit itself. Just because Kaido has that Devil Fruit, doesn't mean the attack itself becomes stronger. Akainu doesn't make his magma hotter, Kizaru doesn't make Light faster, Aokiji doesn't make his Ice colder, etc... Ace's Fire stalemated Aokiji's Ice, despite Aokiji being much more powerful than Ace was.

We can't figure any Supernova's strength the way its been going on, its always 1 VS Many... Zoro and Luffy VS Hawkins .... Killer and Fox VS Zoro .... Kid, Zoro and Luffy VS Apoo .... Apoo VS Zoro and Drake ... Drake VS Queen and WhosWho ....

He's the one the Writer of the TV show is reading BTW since that guy doesn't read Japanese. So is Stephen an even better authority than that writer? That's not true, Boro Breath would depend on power of your breath, if Momo ate Kaido's fruit, he won't be a as big of a dragon as Kaido is and won't have same level of lung capacity and hence breath power.

@ShishioIsBack These spoilers confirm that Mihawk is not the true WSS unfortunately. Kin’emon can stab Kaido and cut his attack while Mihawk can’t scratch Jozu, Vista, Crocodile, or even Buggy. It makes sense though because the WG doesn’t know about Kin’emon’s existence due to him being from Wano and skipping in time for 20 years
Zoro got tagged by nails getting thrown at him wtf you talking about 
and used his scarecrow to do that it's a super speed while you have to protect your captain behind you and the Dog and Zoro only got hit three times while Law who is faster and stronger than Lanji got hit with a nail from a fodder not from base hawkins nor hawkins with cards meanwhile Lanji was hit by bullets
