I think Luffy didn't know Caesar's df power. Luffy also didn't know how Apoo's df works until Killer told him. I think match up matters too, Someone can stall someone who is way weaker than his/her opponent like Mr.3 stalled Magellan and Crocodile pointed it out it's due to match up.

There's that, but I think people are pretty unfair to Kin. May not be all that strong, but people treat him like a scrub from losing to Law. He's largely ignorant of DFs despite having eaten one, and Law is the worst possible power to run into blind.

Whereas Luffy has fought logia previously and was warned before approaching caesar.
