I don't know about who is fighting who but that won't happen, the point of that line and of EL in general was for Usopp to get stop being self-conscious about his usefulness, that even if he wasn't the strongest he could accomplish great things to help the crew in his own way. No reason to have a repeat

People forgot Usopps casual sniping when they first got to Onigashima. He took out the guards from like a mile away before the guards noticed anything and before any of the other samurai noticed the guards. Also shooting big mom in the face with the brachio tank cannon when they run into her. The old Usopp would have run first, the new Usopp fires first and THEN runs lol
