No, irc eastern dragons can manipulate the weather and it seems kaido can too since he threw a fire attack, a lightning attack, and now a wind attack.

Actually both akainu and kuzan have a way to cope with landing on water
Kuzan freezes it
And if akainu lands on water the magma would cool into rock beneath him.
